Welcome to the South and Mid Wales collaborative construction frameworks

Management of both frameworks were previously hosted by Rhondda Cynon Taf County Borough Council and have now been transferred to the County Council of the City and County of Cardiff. If you require any further information, or would like to use the frameworks please contact us.

The frameworks offer a swift route to market which is compliant with the EU Procurement Directives, and the Wales Procurement Policy Statement. They also provide opportunities for early contractor involvement, and focuses on long term relationships.

Key to the success of both frameworks is the options for a flexible approach for clients, whilst support being available at all times; including online guidance documents; legal advice; and the opportunity to take part in various working groups.




Following the success of the first iteration of the South East Wales Collaborative Construction Framework, the second framework was awarded on 1st May 2015.

The second iteration extended to Mid Wales and provides pre-qualified and suitably experienced Contractors to deliver the 21st Century Schools Programme, and other public buildings, relating to both new build and refurbishment projects over £1.5 million.

16 local authorities are named as participating authorities in the framework, but it is open to all public sector organisations in Wales. (Please contact us to check if you can use the framework).

The South East Highways Framework was awarded in 2013, and covers various civil engineering and highways construction works, including maintenance and project work, and surfacing.

The framework is open to 10 local authorities in the South East region of Wales, and the lotting structure provides service requirements in each geographical area.
